Abstract. The study aims to map and identify problems for the development of the Tidore Islands City. This research uses the MICMAC prospective structural analysis method to identify key variables related to development problems. The results show that there are development problems that must be a top priority to be resolved immediately in the short term, namely problems in the regional investment sector, labor, transportation, public works, and tourism
