EFEKTIVITAS PENERAPAN E-TILANG TERHADAP PELANGGARAN LALU LINTAS DI ILAYAH HUKUM POLRES SERANG

Abstrak

Traffic violations remain a significant challenge in Indonesia despite various law enforcement efforts undertaken by the government and the police. One of the innovations introduced to improve traffic law enforcement is the implementation of the Electronic Traffic Law Enforcement (ETLE) system. This study aims to analyze the effectiveness of ETLE implementation in handling traffic violations and to identify the obstacles encountered in its application within the jurisdiction of the Serang City Police Resort (Polres Serang Kota). This research employed an empirical juridical method by combining normative legal analysis with field research through data collection from the Traffic Unit of Polres Serang Kota. The findings reveal that the ETLE system has contributed positively to traffic law enforcement by utilizing CCTV and Automatic Number Plate Recognition (ANPR) technology to detect and process traffic violations more efficiently and transparently. However, the effectiveness of ETLE remains limited due to its inability to detect certain types of violations, such as the absence of driving licenses, vehicle registration documents, overloaded vehicles, noisy exhaust systems, and vehicles using invalid or concealed license plates. Furthermore, manual traffic enforcement continues to record a higher number of violations compared to ETLE-based enforcement. The implementation of ETLE is also hindered by several factors, including technical limitations, inadequate supporting infrastructure, operational challenges faced by law enforcement officers, and the low level of legal awareness and compliance among road users. Therefore, strengthening technological infrastructure, improving inter-agency coordination, and enhancing public legal awareness are necessary to optimize the effectiveness of ETLE in traffic law enforcement.
