This study uses qualitative methods with a qualitative descriptive design format. The research was concentrated in the Tidore Islands City and Ternate City. This study aims to: 1) Know the causes of fishing communities are reluctant and stop being fishermen, 2). Can identify elements of similarity and differences in the causes of fishermen's decline. So this research can produce: 1) The cause of the loss of fishing villages due to the cessation of the fishermen was caused by economic factors and non-economic factors, among others; Economic factors include: capital, tenology, risk and human resources and skills. Non-economic factors include: instant culture of income, mentality of risk and the paradigm that the work of fishermen is not a prospective job and is no longer in line with the times. Fishermen in these two regions have similarities in general in the form of economic and non-economic factors, and do not have significant differences only the difference is more specific to the use of the type of catch fleet.
